The kernel exposes virtual filesystems at /proc/sys/ where adjustable parameters appear as files. Dotted sysctl notation translates to paths: net.ipv4.ip_forward corresponds to /proc/sys/net/ipv4/ip_forward. Writing 1 to this file instructs the IPv4 stack to channel non-local destination packets through the FORWARD hook instead of discarding them.
